Downtown Infill Entitlement

One of Steward Land Company’s earliest ventures, the 28th & Washington project secured approvals for a 32-unit apartment community in the heart of vibrant downtown Ogden—an ideal location for walkable, transit-supported housing. As minority partners, we led the entitlement effort and positioned the site for redevelopment. Following approval, the managing partner chose to delay construction in anticipation of improved market conditions, and the project has remained on hold. Even so, this early entitlement success helped establish Steward’s foundation and demonstrated our ability to identify strong urban infill opportunities from the very beginning.
