Steward Land Company delivered a unique 24-acre, 63-lot single-family development that spanned both Weber County and Plain City—requiring thoughtful coordination between two jurisdictions with differing processes and priorities. To create a viable project for all parties, Steward purchased one parcel outright and partnered with the landowner of the adjoining parcel in a creative structure that allowed the landowner to participate in lot-sale proceeds, significantly increasing their overall return. Navigating the entitlement requirements of both the City and the County, Steward resolved interjurisdictional tensions and shaped a cohesive, high-quality neighborhood plan. The Grove features an integrated trail system and a community park, reflecting Steward’s commitment to placemaking and our philosophy of Communitizing™—crafting neighborhoods that foster connection, livability, and long-term value. Once fully entitled, the project was sold to a major regional developer who incorporated it as a key entrance to their larger master-planned community.
